CIPD Level 7 Entry Requirements: Are You Eligible?

Published on August 19, 2026

Understand the CIPD Level 7 entry requirements, including experience, qualifications, English skills and whether you need to complete Level 5 first.

The CIPD Level 7 Advanced Diploma is designed for experienced HR, people management and learning and development professionals who want to operate at a strategic level. But what are the CIPD Level 7 entry requirements, what qualifications and experience do you need before enrolling? Do you need to complete CIPD Level 5 first? Can you study Level 7 without a degree?

The short answer is that the CIPD does not set formal academic entry requirements for the Level 7 Advanced Diploma. However, this is an advanced qualification, so your experience, academic ability and readiness for postgraduate-level study should be assessed before you enrol.

This guide explains the CIPD Level 7 entry requirements and helps you decide whether it is the right qualification for your current career stage.

What are the official CIPD Level 7 entry requirements?

According to the official CIPD qualification specification, there are no formal academic entry requirements for the CIPD Level 7 Advanced Diploma.

However, the qualification is designed for learners aged 21 or above, and approved study centres are expected to assess whether applicants can meet its academic and professional demands. This includes checking that learners have the literacy and numeracy skills required to complete the course successfully.

In practical terms, being technically eligible does not automatically mean Level 7 is the right starting point. A responsible study centre should consider your professional background, current responsibilities, previous learning and ability to complete advanced written assignments before recommending the course.

The CIPD describes its Advanced Diploma as a qualification for experienced people professionals who want to develop the knowledge and judgement needed to shape strategy and lead change.

Do you need CIPD Level 5 before studying Level 7?

No. You do not have to complete CIPD Level 5 before progressing to CIPD Level 7.

If you already have substantial HR, people management, L&D or organisational development experience, you may be able to enter Level 7 directly. Relevant experience can demonstrate that you already understand the operational and professional principles covered at earlier levels.

However, completing a CIPD Level 5 qualification first may be the better route if:

  • You have limited HR or L&D experience.
  • Your current role is primarily administrative or operational.
  • You have not completed academic or professional study for several years.
  • You are not yet involved in organisational strategy or senior decision-making.
  • You need to strengthen your research, analysis and assignment-writing skills.

Skipping Level 5 should be based on your readiness, not simply on a desire to complete the highest qualification as quickly as possible. Level 7 requires you to examine complex organisational issues, evaluate evidence and make well-supported strategic recommendations.

Do you need a degree to enrol on CIPD Level 7?

You do not normally need a university degree to enrol on CIPD Level 7.

Relevant professional experience can be more important than holding a particular academic qualification. An experienced HR manager without a degree may be better prepared for the course than a recent graduate with little exposure to people practice.

A degree in HR, business, psychology, management or a related subject may help because you are likely to be familiar with academic research, critical analysis and referencing. However, it is not the only way to demonstrate that you are ready.

Your study centre may consider a combination of:

  • Your current and previous job roles
  • Your level of HR or L&D responsibility
  • Relevant professional qualifications
  • Previous academic study
  • Your involvement in strategic projects
  • Your written communication and analytical skills
  • Your reasons for pursuing the qualification

How much HR or L&D experience do you need?

The CIPD does not specify a fixed number of years of experience as a formal entry requirement. However, Level 7 is intended for experienced professionals who are working at, or progressing towards, a strategic level.

Suitable applicants commonly hold positions such as:

  • HR Manager
  • HR Business Partner
  • People Manager
  • Head of HR
  • Head of People
  • Talent or Resourcing Manager
  • Reward Manager
  • Employee Relations Manager
  • Organisational Development Manager
  • L&D Manager
  • Head of Learning and Development
  • People or HR Consultant

Your job title is not the deciding factor. What matters is the scope and level of your responsibilities.

For example, you may be ready for Level 7 if you contribute to workforce planning, advise senior leaders, develop organisational policies, lead change programmes, manage complex employee relations or use people data to influence business decisions.

If your work is mostly administrative and you have limited responsibility for analysis or decision-making, CIPD Level 5 may provide a more appropriate foundation.

Can you study CIPD Level 7 without working in HR?

It may be possible, but Level 7 is rarely the right starting point for someone with no relevant professional experience.

The qualification requires learners to apply advanced theories and evidence to realistic organisational situations. Access to workplace examples makes it much easier to understand the material and develop credible recommendations.

You do not necessarily need to hold a job with “HR” in the title. Relevant experience could come from:

  • Leading or managing employees
  • Organisational development
  • Learning and development
  • Talent management
  • Recruitment
  • Employee relations
  • Business consultancy
  • Change management
  • Workforce planning
  • Senior operational leadership

If you are moving into HR from another senior management position, your leadership and people-management experience may support your application. If you are completely new to both HR and management, consider starting with the CIPD Level 3 Foundation Certificate or a Level 5 qualification.

What academic skills are required?

CIPD Level 7 is positioned at RQF Level 7 in England and Northern Ireland. This is the same academic level of difficulty as postgraduate or master’s-level study, although the CIPD Advanced Diploma is a professional qualification and is not itself a master’s degree.

You should be prepared to:

  • Critically analyse complex information
  • Compare different theories and professional perspectives
  • Evaluate the quality of evidence
  • Conduct independent research
  • Interpret qualitative and quantitative data
  • Apply theory to organisational problems
  • Develop evidence-based recommendations
  • Reference professional and academic sources correctly
  • Write clear, structured and persuasive assignments

At this level, simply explaining a theory is not enough. You will be expected to examine its strengths and limitations, consider alternative viewpoints and decide how it should be applied in a particular organisational context.

The official qualification specification estimates approximately 1,200 hours of total qualification time, including 240 guided learning hours. Learners must therefore be capable of managing a substantial amount of independent reading, research and assessment preparation.

What level of English is required?

You will need a strong standard of written and spoken English if you are studying the qualification in English.

You should be able to:

  • Understand advanced professional and academic texts
  • Participate in discussions about strategic business issues
  • Present a clear and logical argument
  • Explain complex ideas accurately
  • Analyse evidence rather than simply describe it
  • Produce well-structured written assignments
  • Use appropriate academic referencing

If English is not your first language, your study centre may assess your language ability or ask for appropriate evidence of English proficiency in line with CIPD guidance.

The key issue is whether you can understand the learning materials and express complex arguments clearly. If you have concerns about your academic English, discuss them with an advisor before enrolling.

Which CIPD Level 7 pathway should you choose?

There are two principal CIPD Level 7 pathways:

Strategic People Management

The CIPD Level 7 Advanced Diploma in Strategic People Management is generally suited to senior HR and people professionals.

It covers strategic areas such as employment relations, resourcing, talent management and reward. It may be right for you if your career is focused on HR leadership, people strategy or senior business partnering.

Strategic Learning and Development

The CIPD Level 7 Advanced Diploma in Strategic Learning and Development is designed for experienced L&D and organisational development professionals.

It focuses on organisational development, leadership development and designing learning that improves performance. It may be the stronger choice if your responsibilities centre on workforce capability, organisational learning or leadership development.

Both pathways include advanced work in business research, ethics, organisational performance and strategic people practice.

Do you need to be a CIPD member?

Yes. Learners undertaking a CIPD qualification must maintain the appropriate CIPD membership throughout their studies.

CIPD student membership gives learners access to professional resources, research and support. It is also required so that assessments can be properly moderated and the qualification awarded.

After successfully completing the Advanced Diploma, learners achieve Associate Membership and can use the designation Assoc CIPD. Those with the required professional experience may subsequently apply to upgrade to Chartered Member or Chartered Fellow.

How can you tell if you are ready for CIPD Level 7?

Use the following checklist before applying.

You are more likely to be ready if you can answer “yes” to most of these statements:

  • I already have meaningful experience in HR, L&D, people management or organisational development.
  • I work at, or am preparing to move into, a strategic role.
  • I understand how people's decisions affect wider organisational performance.
  • I can evaluate information and defend a recommendation using evidence.
  • I am comfortable completing substantial written assignments.
  • I can conduct independent research and reference sources.
  • I have enough time to study consistently alongside my other commitments.
  • I want to influence strategy, policy and senior decision-making.
  • I understand that Level 7 is a demanding professional qualification rather than a short training course.

If you are unsure about several of these areas, that does not necessarily prevent you from enrolling. It does mean that you should have an honest eligibility discussion before committing to the course.

During the eligibility discussion, an advisor may consider:

  1. Your current position and responsibilities

  4. Your experience of research and assignment-based learning
  5. Your preferred Level 7 pathway
  6. Your ability to commit to the required study time
